1. Competitive selection for obtaining degrees of higher education is carried out based on the results of entrance tests and review of motivation letters: for admission to the first year of study for a bachelor’s degree (master’s degree in medicine, pharmacy) on the basis of a complete general secondary education — in the form of a national multi-subject test a6o external independent assessment, creative competitions, an individual oral interview, an entrance exam for a foreigner in a6o consideration of motivational letters; for admission to study for a bachelor’s degree (master’s degree in medical fields) based on the educational and qualification level of junior specialist, educational and professional degree of professional junior bachelor, educational degree of junior bachelor – in the form of a national multi-subject test a6o of external independent assessment, individual oral interview (table 10); for admission to study for a master’s degree on the basis of the obtained degree of higher education in specialties 081 “Law” – in the form of a master’s complex test, a single entrance exam in a foreign language, a single professional entrance test; for admission to study for a master’s degree on the basis of the obtained degree of higher education in the specialties of fields of knowledge 05 “Social and behavioral sciences”, 06 “Journalism”, 07 “Management and administration”, 28 “Public management and administration”, 29 “International relations” – in the form of a master’s test of educational competence, professional exam, individual oral interview (table 9); for admission to study for a master’s degree based on the obtained degree (educational and qualification level) of higher education in other specialties – in the form of a professional exam (budget) and consideration of motivation letters (contract), for admission to higher education at the expense of individuals and/or legal entities for competitive proposals, which, according to these Rules, provide for the completion of a master’s test of educational competence, entrants based on a master’s degree (educational and qualification level of a specialist) may, at them choice a6o, submit the result of a master’s test of academic competence, a6o to complete an individual oral interview in a foreign language.

In case of submission of documents for participation in the competitive selection by persons with special educational needs, the Academy will provide appropriate conditions for passing the entrance test. 2. Competitive selection is carried out on the basis of the competitive score, which is calculated in accordance with these Admission Rules. 3. For the competitive selection of persons who, on the basis of a complete general secondary education, enter the first course to obtain a bachelor’s degree (master’s degree in medicine, fields), are enrolled (table 8): scores of the national multi-subject test in the Ukrainian language (first subject), mathematics (second subject) and history of Ukraine (third subject), a6o points of external independent assessment 2019-2021 from three competitive subjects (in any combination) provided by the Admission Rules in one of these years for the relevant specialty and source of funding, a6o only creative competition for the specialties for which it is held, a6o entrance exam for foreigners in (table 5). The results of the 2019-2021 external independent assessment of the Ukrainian language and literature/Ukrainian language, mathematics and/or the history of Ukraine may, at the applicant’s request, be counted instead of the relevant subjects of the national multi-subject test, if the difference in the scores of the national multi-subject test and the external independent assessment of the relevant subject does not exceed 15 points.

In the cases stipulated by these Rules, the results of an individual oral interview on the same subjects are counted instead of the national multi-subject test. If a foreign language is set as a competitive subject, the entrant has the right to submit an evaluation from a certificate in one of the foreign languages (English, German, French or Spanish) at his own discretion. Instead of the results of the external independent assessment of the Ukrainian language, the results of the external independent assessment of the Ukrainian language and literature may be used. For the competitive selection of people for places at the expense of individuals and 60 legal entities, those who, on the basis of a complete general secondary education, enter the first course to obtain a bachelor’s degree (master’s degree in veterinary field) (except for specialties in the fields of knowledge 05 “Social and Behavioral Sciences”, 06 “Journalism”, 07 “Management and Administration”, 08 “Law”, 12 “Information Technologies”, 22 “Health Care”, 24 “Service Sector”, 28 “Public Management and Administration “, 29 “International relations”, majors 035 “Philology”) and majors for which a creative competition is planned, the results of consideration of motivational letters are used. 4. For the competitive selection of persons who, on the basis of the educational and qualification level of a junior specialist, educational and professional degree of a professional junior bachelor, educational degree of a junior bachelor, enter the second (third) course with a normative a6o for the first course with a shortened period of study to obtain a bachelor’s degree (master’s degree in medicine), points are counted (table 10): 1) for admission to the places of the state (regional) order – the national multi-subject test in the Ukrainian language a6o of the external independent assessment of 2019-2021 in the Ukrainian language and literature/Ukrainian language (first subject) and the national multi-subject test in mathematics a6o of the external independent assessment in mathematics 2019-2021 (second subject); 2) for admission to places at the expense of natural a6o legal entities – one subject of the national multi-subject test a6o of external independent assessment 2019-2021 (first subject) and one subject of the national multi-subject test a6o external independent assessment 2019-2021 of the entrant’s choice (second subject ) a6o entrance exam for foreigners. In the cases stipulated by these Rules, the results of an individual oral interview on the same subjects are counted instead of the national multi-subject test.

5. For the competitive selection of persons who, on the basis of a bachelor’s degree, a master’s degree (educational and qualification level of a specialist) enroll in studies to obtain a master’s degree, are enrolled:

1) for admission to specialty 081 “Law”: the results of the master’s comprehensive test, a6o the results of the law test of the unified professional entrance test in law and the results of the unified foreign language entrance exam of 2019-2021 (in any combination), a6o results of the entrance exam for foreigners in law and foreign language. The results of the single professional entrance test in law and the results of the single entrance exam in foreign language 2019-2021 may, at the applicant’s request, be counted instead of the scores of the master’s complex test in law and foreign language, respectively, if the difference in the scores of the single professional entrance test and the single entrance exam and the master’s comprehensive test of the relevant components does not exceed 15 points. In the cases stipulated by these Rules, instead of the results of the master’s comprehensive test, the results of an individual oral interview in a foreign language and law are used;

2) for admission to the specialization of fields of knowledge 05 “Social and behavioral sciences”, 06 “Journalism”, 07 “Management and Administration”, 28 “Public Management and Administration”, 29 “International Relations” (except specialty 293 “International Law”): the results of the master’s test of educational competence and the professional exam, a6o the results of the entrance exam for foreigners in the specialty and foreign language.

In the cases stipulated by these Rules, instead of the results of the master’s test of educational competence, the results of an individual oral interview in a foreign language are used;

3) for admission to other specialties: the results of the professional exam for admission to the state and regional order;

4) the results of consideration of motivation letters when applying for places at the expense of individuals and legal entities;

5) a6o the results of the entrance exam for foreigners in the profession.

6) A person can enter the Academy to obtain a bachelor’s degree on the basis of a bachelor’s, master’s, specialist’s degree obtained in another specialty for the 2nd, 3rd year in accordance with the analysis of academic achievements and the result of the review of motivation letters.

7) To obtain a bachelor’s or master’s degree, the minimum score for competitive subjects, entrance exams, professional exams, individual oral interviews is not less than 100 points.

8) For the competitive selection of persons entering studies for the degree of Doctor of Philosophy, the scores of entrance exams in the specialty and foreign language, as well as the results of entrance tests, are taken into account. An entrant who has confirmed his level of knowledge of the English language with a valid TOEFL a6o International English Language Testing System a6o Cambridge English Language Assessment certificate (not lower than level B2 of the All-European Recommendations on Language Education a6o of a similar level); of the German language – a valid TestDaF certificate (not lower than level B2 of the All-European recommendations for language education a6o of a similar level); of French – with a valid certificate of the DELF a6o DALF test (not lower than level B2 of the All-European recommendations for language education a6o of a similar level), is exempted from taking the entrance exam in a foreign language. When determining the results of the competition, the specified certificates are equated to the results of the foreign language entrance exam with the highest score.

9. Procedure for calculating the competitive score.

1) for admission to the first course for obtaining a bachelor’s degree (master’s degree in medicine) on the basis of a complete general secondary education according to the following formula:

Competition score (KB) = K1 P1 + K2 P2 + KZ PZ + OU a6o KB = TK; P1, P2, PZ — grades from the first, second and third subjects. The table of the transfer of test scores from the Ukrainian language, mathematics, history of Ukraine of the national multi-subject test to the 100-200 scale is given in Table 6; TK — assessment of creative competition;

OU — a point for successfully completing the preparatory courses of a higher education institution in the year of admission for admission to it on a scale from 0 to 10 points in the case of admission to the majors (specializations) specified in the List of majors that receive special support. If the entrant’s competitive score exceeds 200, it is set equal to 200; Integral weighting factors K1, K2, KZ for each specialty are defined in Table 8. ML – letter of motivation (KB is calculated without a grade for the letter of motivation). Finally, the competitive score is multiplied by regional (PK), rural (SK) coefficients by multiplying it by the ïx product, and: PK according to the actual location of higher education institutions is equal to 1.04 for competitive offers of higher education institutions (separate structural subdivisions of higher education institutions, structural subdivisions of higher education institutions located in a different settlement than the location of the higher education institution) in Dnipropetrovsk, Zaporizhzhia, Odesa, Poltava regions; 1.07 – in Mykolaiv, Sumy, Kharkiv, Chernihiv regions; 1.00 – in other cases; GC is equal to 1.02 for submitted applications with priority 1 and 2 for specialties (subject specialties, specializations) provided for in the List of specialties that receive special support; 1.00 – in other cases;

If, after multiplying by factors, the competitive score exceeds 200, it is set equal to 200. 2) for admission to study on the basis of the educational and qualification level of junior specialist, educational and professional degree of professional junior bachelor, educational degree of junior bachelor for the second (third) year with normative a6o for the first year with a shortened period of study for obtaining a bachelor’s degree (master of medical , pharmaceutical and veterinary fields) according to the following formula:

Competition score (KB) = 0.5 P1 +0.5 P2, where P1, P2 are grades from the first and second subjects;

3) for admission to study for a master’s degree in specialties 081 “Law” and 293 “International Law” according to the following formula:

Competition score (KB) = 0.3 P1 + 0.7 P2, where P1 – evaluation of the block of the master’s comprehensive test (a6o individual oral interview in the provisions of these Rules) in a foreign language a6o the single entrance exam in a foreign language 2019-2021 (on a scale from 100 to 200 points). The table of translation of test scores from the foreign language of the master’s complex test to the scale of 100-200 is given in table 6; P2 – evaluation of the block of the master’s complex test (a6o individual oral interview in the provisions of these Rules) from the right a6o single professional entrance test of 2019-2021 (on a scale from 100 to 200 points), Table of transfer of test points from the right master’s complex test to a scale of 100 -200 is given in Table 6;

4) for admission to study for a master’s degree in the fields of knowledge 05 “Social and behavioral sciences”, 06 “Journalism”, 07 “Management and administration”, 28 “Public management and administration”, 29 “International relations” according to the following formula : Competition score (KB) = 0.5 P1 + 0.5 P2, where P1 – evaluation of the master’s test of educational competence (a6o of an individual oral interview in a foreign language provided for in these Rules) (on a scale from 100 to 200 points), the table of transfer of test scores of the master’s test of educational competence to the scale of 100-200 is given in table 6; P2 – evaluation of the professional exam (on a scale from 100 to 200 points);

5) for admission to study for a master’s degree in other specialties according to the following formula (in the case of competitive selection based on the results of a professional exam):

Competition score (KB) = P1,

where P1 is the grade of the professional exam.

6) in other cases, the competitive score is calculated as the sum of points for entrance tests and other competitive selection indicators in accordance with the Admission Rules. The principle of equality of rights of entrants must be observed for the different number of components in the competitive ball.

The minimum number of points from entrance tests for admission based on complete general secondary education is 100 points. The competitive score for admission on the basis of complete general secondary education is at least 140 points for specialties 281 “Public management and administration”, 291 “International relations, public communications and regional studies”, 081 “Law” The competitive score is not less than 125,000 for places of the state (regional) order for entrants to obtain higher education.

10. Entrance tests for studying for the degree of Doctor of Philosophy consist of: entrance exam in the specialty (within the scope of the standard of higher education for a master’s degree in the relevant specialty); entrance exam in a foreign language (chosen by the academic council of a higher educational institution (scientific institution) in the amount that corresponds to level B2 of the Pan-European recommendations on language education); The weight of each entrance test in the competitive score is specified in the rules for admission to graduate school (Appendix 1).

11. Programs of professional exams, which include the procedure for evaluating the results of professional exams, are approved by the heads of admission commissions of higher education institutions no later than May 15. Individual oral interviews for entrants on the basis of complete general secondary education and for entrants on the basis of the educational and qualification level of junior specialist, educational and professional degree of professional junior bachelor, educational degree of junior bachelor, which they pass instead of external independent assessment, are conducted according to programs of external independent assessment . Individual oral interviews in a foreign language for applicants to obtain a master’s degree are conducted according to the program of a single entrance exam in foreign languages for admission to study for a master’s degree based on the obtained degree of higher education (educational and qualification level of a specialist), approved by the Ministry of Education and Science of Ukraine . The head of the admissions committee approves the evaluation procedure based on the results of the individual oral interview, which should include the structure of the final score. Creative contest programs, evaluation structure and evaluation procedure, programs of other entrance tests are developed and approved by the heads of admission commissions of higher education institutions no later than May 15. It is not allowed to include in creative contests tasks that go beyond the limits of the specified programs. Programs of individual oral interviews, professional exams, and creative competitions must be published on the websites of higher education institutions.

12. Programs of professional tests for admission based on the obtained educational level are developed and approved by the Interregional Academy of Personnel Management no later than three months before the start of the acceptance of documents and are made public on information stands of the admissions committee and websites.

13. Persons who, without valid reasons, did not appear for the entrance tests at the time specified in the schedule, persons whose knowledge was assessed with scores below the minimum level established by the admission rules, as well as persons who collected documents after the deadline for receiving documents, to participate in are not allowed in subsequent entrance tests and competitive selection. Retaking entrance exams is not allowed.

14. Information on the results of entrance tests and other competitive indicators is entered into the Unified Database.

15. By decision of the admissions committee, the results of the entrance exam in a competitive subject for admission to a certain competitive offer may be counted for participation in the competitive selection for another competitive offer at this institution of higher education.

16. Appeals on the results of entrance exams conducted by the Interregional Academy of Personnel Management are considered by the MAUP appeals commission, the composition and procedure of which are approved by the Academy’s order.

17. The entrant has the right to submit a written appeal to the vice-rector of the Interregional Academy of Personnel Management (director of the structural unit) about disagreement with the grade he received at the entrance test (hereinafter, the appeal): – appeals on the results of entrance tests must be submitted personally by the applicant no later than the next working day after the announcement of the results of the corresponding test (exam). – appeals from other persons, including relatives of applicants, are not accepted or considered. – an applicant who claims to revise the grade received at the entrance test must present a document certifying his identity. – applications for appeal submitted outside of the established time limits are not accepted for consideration. – appeals on issues of removal from probation are not considered. – appeals on the results of entrance exams are considered by the appeals commission of the Interregional Academy of Personnel Management (a6o of its structural division) consisting of the chairman of the commission and two teachers from the relevant discipline from among those approved by the relevant order. – the appeal is considered only in the presence of the applicant. – the chairman of the relevant subject commission and (a6o) his deputies may be present at the meeting of the appeal commission as experts. They have the right to give reasoned explanations to the applicant and the members of the appeal commission regarding the compliance of the posted points with the approved evaluation criteria.

– an employee of the admissions committee of the Interregional Academy of Personnel Management may be present at the meeting to keep the minutes of the appeal commission (for keeping the minutes of the appeal commission of a structural subdivision, a member of the selection committee of the corresponding subdivision). – applicants are invited to the meeting of the appeal commission one person at a time. They get acquainted with their checked work and receive explanations for errors and comments. – additional questioning of applicants by members of the appeal commission during the appeal is not allowed. – based on the results of the appeal review, the decision of the appeal commission is made regarding the assessment for testing, which is drawn up in the protocol of the appeal commission. If it is necessary to change the grade (both in the case of an increase and a decrease), the corresponding decision is entered in the protocol, and the change of grade is reflected in the work and the examination paper of the test. – the applicant, whose appeal is being considered, is invited to sign the protocol of the appeal commission and indicate in it his agreement or disagreement with the decision of the appeal commission. If, after the explanations provided, the applicant does not agree with the received grade, the members of the appeal commission draw up a detailed review, which, together with the work, is considered and approved at the next meeting of the admission (selection) commission. – the protocol is signed by members of the appeal commission (at least two persons) and the chairman of the appeal commission.
