1. Entrants to study for higher education submit applications: only in electronic form, except for the cases specified in this paragraph; only in paper form:
- to exercise the right to admission through an individual oral interview (if the applicant does not have at least 6 of one of the IEE 2019-2021 certificates or national multi-subject test scores) in accordance with these Rules;
- to exercise the right to repeated free education with budget funds in accordance with these Rules;
- if there are discrepancies in the entrant’s data in the Unified Database (surname, first name, patronymic, date of birth, gender, citizenship, etc.) and in the relevant document and in the certificate of external independent evaluation;
- in case of submission of a foreign document on education; in case of submission of documents by foreigners and stateless persons;
- in case of submission of a document on the acquired education, issued before the introduction of photopolymer technologies for their production;
- in the case of submitting an application after the end of the working hours of electronic offices;
- if it is impossible to register an electronic office a6o submit an application in electronic form for other reasons, confirmed by a certificate from the admissions committee of the institution of higher education.
Entrants specified in the fourth paragraph of this clause may submit applications in electronic form with the subsequent submission of documents confirming the right to enter through an individual oral interview, which must be submitted within the application deadline, in accordance with these Rules.
To exercise the right to admission based on the results of an individual oral interview in competitive subjects at a higher education institution and/or quota-1 (provided that at least 6 of one IEE certificate is available), the applicant personally submits the original document(s) before submitting the application in electronic form. confirming the entrant’s right to special conditions for participation in the competitive selection, to the admissions committee of one of the selected institutions of higher education.
Entrants may submit up to five applications for state and regional procurement positions for open tenders, and up to twenty applications for non-budget tenders.
2. The application in electronic form is submitted by the applicant filling out the electronic form online and is considered by the admission / selection committee of the Academy in the manner specified by the law.
3. The application in paper form is submitted by the entrant personally to the admissions committee of the Academy. The fact of each submission of an application in paper form is registered by an authorized person of the admissions commission in the Unified Database on the day of acceptance of the application.
4. In the application, entrants indicate the tender offer indicating the specialty, (specialization, educational program) and form of education.
When submitting applications for fixed competitive offers, entrants must indicate one of the following options:
- “I apply to participate in the competition for a place of the state a6o regional order and to participate in the competition for places at the expense of individuals and/or legal entities in the event of not receiving a recommendation under this tender offer at the expense of the state a6o local budget (under the state a6o regional order)”;
- “I apply to participate in the competition exclusively for places at the expense of individuals and/or legal entities, informed about the impossibility of transfer within the framework of the admission campaign to places of the state a6o regional order.”
When submitting applications for a non-budget competitive proposal, entrants claim to participate in the competition exclusively for places at the expense of individuals and/or legal entities and are warned about the impossibility of transfer within the framework of the admission campaign to places of the state a6o regional order.
Entrants for obtaining a bachelor’s degree (master’s degree in medical fields) based on complete general secondary education and entrants for obtaining a master’s degree based on a junior bachelor’s degree, bachelor’s degree, master’s degree (educational and qualification level of a specialist) in specialties 08 “Law” applying for places in the state a6o regional order for full-time or part-time education, each application indicates its priority; while the priority indicator 1 (one) means the highest priority.
The priority of applications specified by the entrant cannot be changed.
5. When submitting an application in paper form, the entrant personally presents the originals:
- an identity document;
- a military registration document (for conscripts – a military ticket a6o temporary certificate, and for conscripts – a certificate of registration at conscription stations);
- a document of the state model on the previously obtained educational (educational and qualification) level, on the basis of which the admission is made, if the information about it is not stored in the Unified State Electronic Database on Education;
- documents confirming the entrant’s right to enrollment based on an individual oral interview, to participate in a competition based on the results of an individual oral interview and/or quota-1 based on complete general secondary education, to participate in a competition based on an individual oral interview during admission to a master’s degree on the basis of a bachelor’s degree, a master’s degree (educational qualification level of a specialist) instead of a master’s test of educational competence a6o a master’s complex test.
Entrants who live in the temporarily occupied territory of Ukraine a6o moved from it after January 1, 2022, as well as entrants who live in territories where state authorities temporarily do not exercise their powers, submit documents taking into account the features provided for by Order No. 271.
If, for objective reasons, the document on the obtained educational degree (educational and qualification level) is not available, a certificate of the state enterprise “Inforesurs” on its acquisition can be submitted, in particular without submitting an appendix to the document on the obtained educational (educational and qualification) level.
6. To the application submitted in paper form, the entrant adds:
- a copy of an identity document;
- a copy of the military registration document (for conscripts – a military ticket a6o temporary certificate, and for conscripts – a certificate of registration at conscription stations);
- a copy of the document (state model) about the previously obtained educational (educational and qualification) level, on the basis of which the admission is made, if the information about it is not stored in the Unified State Electronic Database on Education;
- a copy of the certificate (certificates) of external independent assessment (for entrants based on complete general secondary education and the educational qualification level of a junior specialist) a6o examination sheet of the unified professional entrance test / unified entrance exam, information card HMT, MKT, MTHK;
- documents certifying the grounds for obtaining special conditions based on complete general secondary education for obtaining a bachelor’s degree, master’s degree, and master’s degree based on a bachelor’s degree, master’s degree (educational and qualification level of a specialist);
- a copy of the identification number or the page of the passport where it is indicated; four color photographs measuring 3 x 4 cm. medical certificate in form No. 086-y (for medical specialties).
All copies of documents are certified by the admission (selection) committee of the a6o Academy in accordance with the legislation of Ukraine. Copies of an identity document, a military ticket (certificate of registration) are not subject to certification. Copies of documents without presenting the originals will not be accepted.
Entrants who pass entrance exams and creative contests are allowed to participate in them if they have an original identity document, an original document confirming the entrant’s right to participate in the entrance exam and an examination sheet with a photo card. In the application in paper form, the entrant’s consent to the processing of personal data is assumed.
7. Entrants submit separate applications to participate in the competition for admission to various forms of education.
8. The admissions/selection committee verifies the grounds for obtaining special conditions for enrollment based on an individual oral interview, for participation in the competition based on the results of an individual oral interview and/or quota-1 based on complete general secondary education, special conditions for participation in the competition based on the results an individual oral interview during admission to a master’s degree on the basis of the obtained bachelor’s degree, master’s degree (educational and qualification level of a specialist) and special conditions for persons who are enrolled in studies at the expense of individuals and/or legal entities to obtain a bachelor’s educational degree (master’s degree in medical , pharmaceutical a6o veterinary fields) on the basis of a complete general secondary education, a master’s degree on the basis of an obtained bachelor’s degree, a master’s degree (educational and qualification level of a specialist) for transfer to vacant positions of the state order. Documents that are not submitted in a timely manner certifying the grounds for obtaining special conditions for enrollment after an interview, for participation in a competition based on the results of an individual oral interview and/or quota-1 based on a complete general secondary education, make ïx implementation impossible.
9. The Admissions Committee examines applications and documents of entrants and makes a decision on admission to participate in the competitive selection for admission to study at a higher education institution within three working days from the date of registration of the application at the EDEBO, but no later than the next day after the completion of the acceptance of documents, in the case taking entrance exams – no later than the next day after the end of entrance exams.
10. The fact that the entrant has familiarized himself with the Rules of Admission, the existing license and the certificate of accreditation of the relevant field of training (specialty), as well as the fact of the presence/absence of grounds for admission based on the results of an individual oral interview based on a complete general secondary education, enrollment with quota-1 is recorded in the application entrant and is confirmed by his personal signature when submitting an application in paper form. In the case of submitting documents for non-accredited educational programs (specialties), the fact that the entrant has familiarized himself with part six of Article 7 of the Law of Ukraine “On Higher Education” is recorded in a written notification about the lack of accreditation and is confirmed by his personal signature when submitting the application in paper form. A paper application registered in the Unified Database may be canceled by a higher education institution on the basis of a decision of the admissions committee before the date of indicating the acceptance of study documents for applications in paper form and no later than the day before indicating the submission of electronic applications for electronic applications, provided a technical error is made when entering the relevant data into the Unified Database, which is confirmed by the act of technical error generated in the Unified Database. A canceled application is considered not submitted, and the fact of such submission is canceled in the Unified Database. An electronic application registered in the Unified Database may be canceled by the technical administrator of the Unified Database based on the decision of the Administrator of the Unified Database no later than a day before the submission of electronic applications for electronic applications, provided that a technical error is detected during the entry of relevant data into the Unified Database. A canceled application is considered not submitted, and the fact of such submission is canceled in the Unified Database. The technical administrator informs the entrant about the cancellation of the application on the day of its cancellation, after which the entrant can submit a new application with the same priority.
11. When accepting persons who submit a document about the degree (level) of education obtained abroad (hereinafter — the Document), the procedure for recognizing and establishing the equivalence of the Document is mandatory, which is carried out in accordance with the order of the Ministry of Education and Science of Ukraine dated May 5 No. 504 of 2015 “Some issues of recognition of foreign educational documents in Ukraine”, registered in the Ministry of Justice of Ukraine on May 7, 2015 under No. 614/27059. The procedure of document recognition for the purpose of continuing studies is carried out before the beginning of the second semester of the first year of study.
